Construction Period: April 2009 to 2011
The Federal Government’s $42 billion Nation Building - Economic Stimulus Plan (NBESP) will deliver schools and housing projects throughout Australia. The Queensland component of this will provide opportunities and jobs in the Queensland construction industry. The Queensland Department of Public Works (DPW) is managing the delivery of these projects on behalf of the Department of Education and Training, and the Department of Communities (Housing).
Queensland will receive $2.6B for schools infrastructure under the Building the Education Revolution (BER) program to include new buildings, science and language centres, and (under the National School Pride program) classroom refurbishments by early 2011. Queensland will also receive $1.3B for social housing, to be spent on maintenance, upgrades and construction of approximately 4,000 new properties.
Individual construction projects in excess of $2.5M ($5M in Brisbane) are subject to the Queensland Government’s Local Industry Policy which aims to provide local companies with full, fair and reasonable opportunity to participate in the tender process. It is expected that most new school buildings, and science and language centres will be subject to the Policy.

Consultants and Prime Contractors can lodge Requests for Offer on the
DPW Nation Building website which also provides information on Prequalification, QBuild Registration, Design Guidelines, and Tender opportunities
Subcontractors and manufacturers in all construction trades that are able to supply to the schools construction projects are encouraged to register their details with ICN Qld. Companies based in Regional Queensland are particularly encouraged to register. This is a free service and will enable ICN to nominate companies to each project under the NBESP. Implementation Timeframes
New School Buildings:
- Round 1: construction to start no later than 30 June 2009 with completion by December 2010
- Round 2: construction to start no later than August 2009 with completion by January 2011
- Round 3: construction to start no later than December 2009 with completion by March 2011
Science & Language Centres:
- Construction to start no later than July 2009 with completion by June 2010
